Yes, it must involve three CEDIAmembers. Beyond that requirement, other institutions can be involved, but it must be comprised of at least three CEDIAmember institutions.

The application to the R&D&I Fund is made jointly with a minimum of three higher education institutions that are members of the CEDIAnetwork, and which are located in at least two different cities.

Indeed, a letter of support and commitment from any other non-member of the network is required to ensure the commitment to joint work on the project, and if they are awarded the contract, they will be asked to sign an agreement just like with the other participants.

For the R&D&I fund CEDIA will grant a maximum of USD 42,500 per project. It is also important that the total amount requested from CEDIA does not exceed 70% of the total project value. The remaining 30% will be financed by the participating institutions, not necessarily with a cash contribution, but with in-kind contributions such as research hours, use of equipment, laboratories, etc.

The counterpart contribution must total at least 30% of the total project value. However, this does not necessarily imply a direct financial outlay for the project, but rather an estimate of the institutions' contributions in terms of research hours, equipment purchases or use, laboratory access, etc.—anything that can be quantified economically for the project.
This 30% can be provided entirely by one institution or by all of them; it does not need to be proportional to the amount requested from CEDIA by each university.

There must be at least one participant from each of the project's member institutions. Additionally, if participants from other institutions join, they must be listed in the proposal. If individuals join, they may be listed as technical or research assistants, or as consultants.

If this person charges fees, those should be included under consulting fees. Transportation, food, and lodging expenses should be charged to the travel expenses category.
