Within the framework of the Cyber Resilience for Development (Cyber4Dev) Project financed by the European Union, representatives from the Ministry of Telecommunications, Ministry of the Interior, Ecu-Cert, Ministry of Foreign Affairs, CEDIA and the Delegation of the European Union in Ecuador, carried out a Study Visit to Estonia, a leading country in digital government and cybersecurity.
The delegation paid a technical visit to the Estonian government authorities. Representatives from the private sector and academia were present at the event. Activities included an exchange of experiences regarding the implementation of digital government and cybersecurity, as well as the presentation of various actions undertaken to promote development in innovation and digital transformation.
Estonia has become the most digitally advanced society globally. This national effort, achieved through ongoing dialogue between the public, private, and academic sectors, has positioned the country as a global leader.
The Study Visit concluded with important commitments to leverage Estonia's experience in the areas of cybersecurity, interoperability, digital transformation, education (R&D&I), cyber diplomacy, among others.
In the words of the Deputy Minister of Telecommunications, Felix Chang, "Estonia showed us that interoperability is more of a human challenge than a technological one, and the value of collaborative work.".
The regional cooperation project Cyber4Dev is funded by the European Union and implemented by the Estonian Information Systems Authority. The project has been working in Ecuador since 2020, advising the government on the development of its first National Cybersecurity Strategy and training more than 6,000 public and private sector employees on cybersecurity and digitalization.
