Development of an early warning prototype using EWBS and interactive content on Digital TV to minimize the risk of affectation to the population in case of natural phenomena

Executive Summary: The Spatial Data Infrastructure of the University of Cuenca is a project that has been maturing since 2008 and has allowed many other functionalities to be explored around it. Thus, as a result of various investigations, they have achieved products such as the Red CEDIA , the GT-IDE, LaVCiTE, OntoRisk, among others, where the UCuenca IDE core is maintained.

One of the latest projects, financed by the Research Directorate of the University of Cuenca (DIUC) is "IDE Geoprocessing as support for vulnerability analysis and territorial planning" where a referential framework of operation has been generated integrating the UCuenca IDE core, the EWBS system (Emergency Warning Boradacast System) for Digital Terrestrial Television (TDT) under the ISDB-T standard (Integrated Services Digital Broadcasting). The UCuenca IDE core has become an alert generation element for the necessary coding in EWBS, as well as the emergency geospatial information container used for DTT interaction for the benefit of the citizen. In the same project, a mobile application was developed that allows citizen participation as a source of information for the identification of vulnerable areas.

The current proposal aims to generate a functional prototype that uses the referential framework in an integral way (IDE-TDT) and that allows the inclusion of interactive content, based on Learning Objects, in three phases of risk management: pre-event, during-event, post-event. With information that trains the citizen in prevention, evacuation support and emergency response to dangerous events caused by natural phenomena.

In addition, an interactive content server will be implemented to generate the digital television transmission flow that includes the emergency alert system, as well as the validation of receivers.

The EWBS system allows an emergency alert signal to be broadcast via Broadcast which, together with the respective video and audio, carries one or more area codes that select the regions that will be alerted, as well as a text message that will be displayed accordingly. automatically and invasively in fixed, portable and mobile receivers, reporting the type of emergency that is taking place. The emergency signal through its configuration within the multiplexing system and the physical layer also allows the receiver to change the channel automatically to a broadcast with specific content to support emergency information. If the receiver is in Stand-by it turns on instantly when the emergency signal arrives.

The CEDIA infrastructure will be used to the maximum with the hosting of the monitoring IDE, the tests of the communication protocol for EWBS, the generation of the transport flow in the Network and as a server for EWBS, Ginga and the interactive audiovisual content developed for the project.

The development methodology of the learning objects to be used will be DICREVOA 2.0. This methodological proposal is currently used by the teaching community as a conceptual platform in the process of design, planning, creation, implementation, publication and evaluation of Digital Educational Material (DEM). of quality under the paradigm of Learning Objects (LOs) (1). The contents to be developed will be based on the recommendations of the Risk Secretariat, on the topics of greatest relevance to users.

The project will make it possible to create a prototype for monitoring and generating emergency alerts with interactive content. These contents, being mainly video, should be compared for functionality and fluidity, between two possible scenarios: the first using a sub-channel of the emergency channel and the second an HD receiver equipment that would be implemented in the project. Likewise, an extension of the mobile application that only sent information, should now receive alerts depending on its position and connectivity.

General Objectives: Create a functional prototype based on the referential framework of integration and use of IDE and DTT for monitoring and generation of early alerts that allow interaction with information and content from different sources to support the management of adverse events caused by natural phenomena.

Specific objectives:

  • Create an integrating platform for the UCuenca IDE manager, emergency alert code generator and mobile application manager.
  • Analyze the transport stream structure required for the multiplexing of various area codes, overlay messages and/or interactive applications.
  • Create an interactive system for digital television, using multimedia content based on learning objects, for broadcast through an emergency subchannel and locally in a receiver.
  • Design the multiplexer and configure the transmission stage that integrates the audiovisual pieces, EWBS and Ginga.
  • Carry out a usability study to evaluate the interactive system.
